Popeye Characters Come to City Hall

</element><element id="paragraph-1" type="body"><![CDATA[The Popeye painting has the Sailor dressed as a firefighter wearing the Chester Fire Department helmet, coat, and boots. He is ready for action carrying a fire hose as he waits to assist the department. His friendly partner, Wimpy, is dressed in his sport coat proudly wearing his "Mayor" button on the lapel and ready to guide the city. The strong-armed Bluto sports an official Police Department patch on his Chester Police Department uniform. The handcuffs attached to his belt will probably go unused as his frown and muscles should take care of any violators!

Olive Oyl is dressed in her favorite red and black outfit for her new career in the City Clerk's office. She is busy looking over a lengthy city of Chester document while carefully supervising her experienced staff. The darling Swee' Pea remains under construction, but he should soon join Olive Oyl in her administrative duties.

Dianna Mueller explained the method she used to create these beloved Popeye characters. In the Mueller garage, Ted has built a mural wall to accommodate their many painting projects. On this wall, Dianna explained she can do a mural as large as 16 by 8 &frac12; feet. To complete the characters for this project, she began by stretching a canvas on the wall, applying Gesso/latex to prepare the canvas, then carefully painting with coats of enamel paint to create each character. The completed characters, called "wallies", were then cut out and mounted in their new homes. Popeye and friends were applied to the walls at City Hall with wallpaper paste to get them started in their new municipal careers. This application method allows for them to be removed when the walls need to be repainted, and then they can be reapplied or relocated. For this special project, Dianna did all the painting, and Ted assisted by preparing the canvas, cutting out the characters and applying them to the walls.

The City of Chester appreciates the talents and creative work of Dianna and Ted Mueller. Their skills are evident in many locations around town, and their lively Popeye characters brighten many sights. Chester is proud to be the "Home of Popeye" and to creatively display the many Popeye characters throughout town.
