Third alderman in a year for Ward 4

When the Chester City Council met March 7, it was with the city's newest alderman representing Ward 4.

Jeremy Homan was appointed by Mayor Tom Page last month to fill the seat vacated by Larry Bert in the fall due to health issues. Page first appointed Jake Cowan to replace Bert, but Cowan resigned last month.

Homan will now represent Ward 4 and chair the Streets and Alleys Committee.

<b>Water line work</b>

City engineer Harold Sheffer recommended payment to Haier Plumbing and Heating Inc. for high service pump rehabilitation and finished water line replacement in the amount of $94,003.51.

The city council gave its approval without further discussion.

<b>Fire calls, roof repairs</b>

Fire Chief Marty Bert reported his department responded to five calls for the month of February, for a total of twelve for 2022. He added that January was a busier month with three structure fires and vehicle extractions.

Chief Bert was happy that 2021 numbers were down to 60 last year, saying that in most years the number is usually around 100.

The chief also said progress is being made on the firehouse roof. The office area was completed last week along with most of the rear side. Work continues on the front of the building with completion expected this week.

Chief Bert also said he would like to resume firehouse tours for Chester schools that were suspended during the COVID pandemic. He will meet with the mayor and make plans for the visits to begin next fall.

<b>New police hire</b>

Police Chief Bobby Helmers received the council's approval of the hiring of David Delcau as a full-time telecommunicator for his department. Delcau, who was not able to attend the meeting because he is fulfilling his two week's notice at his former employment, has moved to Chester.

<b>Gas superintendent</b>

The council approved the mayor's appointment of Mark Allwardt as the city's new gas superintendent. Page said he has been impressed with Allwardt, who had been appointed to the position on an interim basis six months ago.

The council's next meeting is scheduled for March 21.
