</element><element id="paragraph-1" type="body"><![CDATA[David L. Phelps, 74, of Chester, Illinois passed away at 1:10 pm, Friday, June 22, 2012 at Memorial Hospital in Chester, IL.

He was born to the late Uel and Josephine (nee: Foster) Phelps on January 5, 1938 in Evansville, IN.

He married Oma Nance Frazer on September 16, 1967 at St. John Lutheran Church in Chester, IL. She survives.

David was a retired Lieutenant for the Illinois Department of Corrections.

He was of the Protestant faith. David was a veteran of the US Army, Past Exalted Ruler of Elks Lodge #1629, a member of the America Legion - Mt. Vernon Post, the Chester Moose Lodge and Chester Eagles Aerie.

Interment: Evergreen Cemetery in Chester, IL
