Percy Village Board tables levee ordinance

</element><element id="paragraph-1" type="body"><![CDATA[ At last Wednesday's meeting, the Percy Village Board tabled the levee ordinance until Attorney Don Bingham has a chance to review the levee and see if he and the board can extend the fire and police protection coverage areas to allow more revenue for the village. The levee has been on the agenda since August.

Last month, the board approved to extend the radius of the fire protection area as set by 911 for the purpose of increasing the recruitment of volunteers for the department. Since the extension of the radius, the board and Bingham wanted more time to review the levee before it is passed. Bingham noticed that the fire and police protection coverage was outdated and needed to be extended since the approval. Currently he is working with the Randolph County Zoning Office for the extension. The levee ordinance must be passed December 1, 2008.

In other business, the board approved to pay A & R Excavating their final payment of $3,978 for the work done on the Plum Street project with one stipulation. The stipulation is that A & R pay their bill of $522.56 before they release their payment owed to them. During the Plum Street project, the village used it's own truck and personnel to haul rock needed for the project. The sum of $522.56 was the final charge.

Maintenance Supervisor Mark Hartman notified the board that he is still looking in areas for possible sewer and water problems that the sewer grant can be use for. Early this year Percy received a $100,000 grant from the state to fix any sewer and water problems.

Police Chief Chuck Wilson informed the board that he will need approval to purchase a new computer to upload the new software. Last month, the board approved the police department for much needed software. The computer that is currently being used is outdated to support the new software. Wilson also informed the board that he wants to have police volunteers that have no arrest authority to be used during special events. He will be utilizing the auxiliary police clause for the department.

Approval was made to change the current parking located in front of First State Bank of Campbell Hill to a limited no parking area. The village has had complaints of vehicles parking in the space for hours and not allowing customers a chance to use the parking areas. The approval will allow parking to be a limited 2 hour parking between the hours of 8 a.m. to 6 p.m. Monday through Saturday.

The renewal of the fire department pager loan was approved by the board for the same rate as last year. The fire department uses the pagers to notify their volunteers of emergency call outs.

In new business, the discussion of pay increases for village elected offices was tabled until the next meeting. Mayor Dale Yates asked that the financial department look into when the last time elected officials received a pay increase before deciding on whether a pay increase is needed. The board has 180 days before the first start of the new term to amend any raises.

The board also tabled the decision to amend it's animal control ordinance. Bingham wants a chance to review the ordinance to see if there is any articles within the ordinance that needs updated.

Approval was made to donate another $200 to the Steeleville Senior Center.

The village approved the Trick or Treating hours on Friday, October 31 from 6 p.m. to 8 p.m. The board asks that residents abide by these times for the respect of other residents.
